David Serafini is a Lead Civil Engineer with the USACE Risk Management Center. David primarily serves as a Dam Safety Principal in Charge for the USACE Dam Safety Modifications. David is both a Registered Professional Civil Engineer and Registered Geotechnical Engineer in the State of California. David has over 23 years of USACE experience between the Dam Safety Modification Center in Huntington, WV, South Pacific Division Dam Safety Production Center, and Sacramento District. He started his USACE career working on both the Milcon and Civil Works programs. He has since worked primarily on dam and spillway evaluations and modifications including Isabella Dam, Success Dam, Tule River Raise, and the Folsom Joint Federal Project. He also provided key support during and following the Oroville Dam Spillway Incident. David has served as the Lead Engineer and Principal in Charge on the Isabella Dam Safety Modification Project (DSMP).
