Carmen is a Senior Principal Civil Engineer with 25 years of specialized experience in hydraulics, hydrology, risk analysis, and dam safety. She serves Stantec as a Discipline Lead and has been the hydrologic/hydraulic technical leader on several projects for global operations where she researches and establishes best practices and solutions for clients. She has had direct involvement in the hydrologic and hydraulic aspects of more than 90 dam related projects. With extensive experience in all facets of hydro and water resources project development, she offers expertise in planning, design and operation of dams and reservoirs. As a team leader, she has completed and supervised the engineering analysis and designs for diversion structures, water containment and associated facilities for projects in the U.S., South and Central America, Canada, and Australia. Carmen has served as Review Board Consultant and Independent Technical Reviewer for several Flood Hydrology Studies, Dambreak Studies and Consequence Assessments. Her hydrologic experience includes probabilistic and stochastic hydrologic approaches and tools for rainfall and runoff processes in support of design criteria selection and dam safety risk inform decisions. Her hydraulic experience includes studies using 1D, 2D and 3D Models.
In 2012, she was recognized as an Outstanding Colorado Woman in Engineering by the American Council of Engineering Companies (ACEC) of Colorado. Additionally, she received the Water Resources Engineer Diplomate credential (D.WRE) by the American Academy of Water Resources Engineers (AAWRE).
