Shelley A. McCoy, P.E. is a geotechnical engineer working in the Dam Safety Section for the U.S. Army Corps of Engineers in their Sacramento District. She has over 12 years’ experience in geotechnical and environmental engineering, bringing experience in inspection, evaluation, design, and construction in support of operation, maintenance, and rehabilitation of earthen structures. Her work with USACE includes performing annual and period inspections and participating in PFMA/SQRA of USACE owned facilities. Sacramento’s Dam Safety Program includes 17 high-hazard flood control, water supply, hydropower dams and associated reservoirs in California’s Central Valley. Prior to joining USACE, Ms. McCoy served as a geotechnical engineer in Alaska and the East Coast providing the full spectrum of geotechnical professional services including coordinating and implementing subsurface exploration programs, design of deep and shallow foundation, and earthwork and foundation inspections during construction.
