Fernando is a geotechnical engineer with more than 16 years of experience working on projects throughout the West, Midwest, the Front Range of the Rocky Mountains, the gulf coast, and internationally. His experience includes project management, flood risk reduction, dam safety, subsurface exploration, seepage/slope stability analysis, materials testing, construction administration, and project commissioning. He has considerable experience managing the multi-disciplinary execution of water resources and geotechnical projects, conducting explorations, developing basis of design/analyses/reports, overseeing quality control programs, preparing construction documents (technical specifications, plans, reports), obtaining state and federal permits for construction, providing engineering services during construction, participating in risk assessments, and developing operations and maintenance plans. Bilingual in Spanish and English, Fernando is a team leader who often serves as a liaison between governmental agencies, municipal utility owners, private owners, and the public during the permitting, design, and construction of water resource features.
