Bio for Bill Johnstone, Ph.D., P.E.
Bill is a principal consultant of Spatial Vision Consulting Ltd. He holds B.A.Sc. and M.A.Sc. degrees in Systems Design Engineering from the University of Waterloo (Ontario) and a Ph.D. in Civil Engineering from the University of British Columbia. He actively develops case studies and lessons learned for ASDSO’s damfailures.org website, and has published papers and articles in ASDSO’s Journal of Dam Safety.
Dr. Johnstone played a primary role in the development and application of BC Hydro’s Life Safety Model, and led an extensive forensic analysis of the consequences of the Malpasset Dam Failure. He has completed dam safety consequences estimation assignments for large water dams and Tailings Storage Facilities in North America, South America, and Europe.
Bill has also worked on a number of assignments for the US Army Corps of Engineers’ Risk Management Center including numerous Quality Control and Consistency (QCC) reviews of dam failure consequences estimates for water dams, and an Independent External Peer Review of LifeSim in 2020-2021. In early 2024, he completed a joint validation case study of LifeSim using the January 25, 2019 failure of the Córrego do Feijão Dam B-1 Tailings Storage Facility in Brumadinho, Brazil.
