Mr. Woosley graduated from Tennessee Technological University with a Bachelor’s of Science in Civil Engineering with an emphasis in structural design. Mr. Woosley spent the first five years of his career doing structural design work for a contractor at Arnold Air Force Base.
Mr. Woosley joined the Georgia Safe Dams Program in 1990 as an Environmental Engineer. During his tenure in the Safe Dams Program, Mr. Woosley performed thousands of inspections, reviewed hundreds of designs and issued numerous permits. Mr. Woosley also performed many emergency responses and was the key coordinator on two significant flooding events, the 1994 Tropical Storm Alberto event and the 2009 West Metro Atlanta flooding event. In 2010, Mr. Woosley became Manager of the Program until his retirement in May 2021. During his tenure at EPD, Mr. Woosley oversaw a staff that was responsible for inventory and classifying the dams, performing inspections, review of designs, issuing permits, taking enforcement action and performing emergency response activities.
Mr. Woosley served on the Board of Directors for the Association of State Dam Safety Officials from 2008 until 2017 and was President of the organization in 2014. Mr. Woosley has served on the Technical Training Committee for ASDSO and has been serving as the Chair since 2017. He also served on the United States Army Corps of Engineer committee on the National Inventory of Dams from its inception until his retirement from state government.
