Corey Goodwin

Corey Goodwin is a PMI-certified Project Management Professional (PMP) and FEMA-certified Master Exercise Practitioner (MEP) with experience conducting 500+ discussion and operations-based exercises throughout her career.

From 2022-2024, Corey supported the National Dam Safety Program’s Collaborative Technical Assistance (CTA) Program by providing exercise training, planning, facilitation, and conduct utilizing her Homeland Security Exercise and Evaluation Program (HSEEP) expertise.

In support of the CTA, Corey taught exercise planning teams – representing local and State emergency management and dam safety professionals – how to plan for and exercise community-wide Dam Incidents by crafting realistic scenarios to engage and evaluate a given region of the U.S. She also created and led a Train-the-Trainer dam exercise scenario development workshop earlier this year.

Corey intends to share her experiences and expertise in planning and conducting Dam Incident exercises to promote capacity building and enable other State and local dam owners, operators, and dam safety professionals to exercise their dams in the future successfully.
