Jim Gallagher is the former Chief of the Dam Bureau of the New Hampshire Department of Environmental Services, retiring from that position at the end of 2022. In this position he was responsible for ensuring the safety of over 2,600 active dams in the State of New Hampshire. He was also responsible for the operation and maintenance of 111 Department-owned dams and 100 dams owned by the New Hampshire Fish and Game Department, and for the design and construction of repairs needed on 278 State-owned dams. Prior to his service to the State of New Hampshire, Jim worked for the U.S. Arny Corps of Engineers, and later GEI Consultants, Inc.
Jim is a registered professional civil engineer with over 50 years of experience in water resources and dam engineering. He graduated from Villanova University in 1974 with a Bachelors of Engineering Degree in Civil Engineering, and he obtained a Masters in Public Administration Degree in 1981 from Harvard University’s John F. Kennedy School of Government. Jim is past president of the Association of State Dam Safety Officials, and a former member of the National Dam Safety Review Board and the Department of Homeland Security’s Government Coordinating Council for the Dam Sector.
